Structure conversion towers, these buildings appear to be autonomous energy reserves and/or producers which are independent of the Megastructure. They're apparently capable of synthesizing any form of matter, mainly Safeguard units. However, when Davine Lu Linvega acquires a group of them, they produce tainted, Safeguard-like Exterminator units which make up the bulk of Davine's army.
All Safeguard can use the Towers to regenerate.
A fallen Conversion Tower in NSE
In NSE: Net Sphere Engineer it was shown that Authority set to destroy all the Towers as they have outdated protocols that only the Net Terminal Genes could override.
